Empatic Budgeting Model: Study of Regional Budgeting In Tana Toraja Regency

چکیده
This study aims to produce empathic budgeting models that are built through the concept of altruism. With this model, regional budgets into a result social construction is full values, empowering, emancipatory, and dedicated welfare community. uses content analysis approach find out or explain community interests in Tana Toraja Regency. The results indicate that; (1) formulation vision mission shows clear regarding orientation welfare, but planning process towards decreasing. musrembang process, which expected encourage participation needs, has deal with inability funding, mostly allocated for personnel expenditures, goods services, other asset expenditures. (2) budget model should be oriented along lines more emancipatory empowering by prioritizing several ways "community welfare" its basic objective. Budgetary actors who involved must have "feeling in" empathy done entering emotional state (feelings) deeper understanding community's condition. Thus provide broad implications
